On Wednesday, May 21st, 2025, the Cumberland Police Department responded to a N. Liberty St apartment building for the report of a disturbance. Upon arrival, officers observed a male subject attempting to leave the area on foot and ordered him to stop. The male was stopped and detained after initially refusing to comply with the officer's orders. Officers then contacted the manager of the property, who advised that the intoxicated male subject had been inside the lobby of the property, yelling and causing a disturbance. The male's behavior caused staff to have to remove several of the residents from the lobby, due to them fearing for the residents' safety.  As a result, the male subject, Charles Robert Bauman II, 54, of Cumberland, MD, was placed under arrest. He was taken before a District Court Commissioner for an Initial Appearance, where he was released on his own recognizance
