On Sunday, September 21st, 2025, officers with the Cumberland Police Department were on patrol of the Pershing St area when a large disturbance was observed in the area. Officers learned that an intoxicated male subject had created a disturbance in a nearby establishment, yelling at subjects and possibly assaulting individuals. The subject was located, stopped, and detained by officers. The male subject refused to comply with officers and refused to identify himself after repeated inquiries. As a result, the subject was placed under arrest and transported to Police HEadquarters. The subject was later identified as Noah Ryan Shaffer, 24, of Cumberland MD. He was taken before a District Court Commissioner for an Initial Appearance where he was later released on his own recognizance.

ARRESTED -   Noah Ryan Shaffer, 24yo.
CHARGES -  Disorderly Conduct, Intoxicated Public Disturbance, Obstructing and Hindering.
