West Virginia Sees First Positive Rating Action In More Than A Decade

West Virginia’s creditworthiness was recently upgraded to “positive” from “stable” by Standard and Poor’s, affirming the state’s AA rating.  Delegate Gary Howell says a large part of the state’s budget is a “Rainy Day Fund,” and one of the best in the nation, which keeps the state from needing to raise taxes…
