On October 27th, 2022, at approximately 1602 hours, Allegany County Sheriff’s Deputies received a call for a male indecently exposing himself to children at a campground near Spring Gap, Cumberland Maryland. The male was reported to be sitting in a truck watching the bathroom area while children were entering and then exposing himself to them when they would exit. A witness obtained a vehicle description along with a physical description of the male and provided this to law enforcement.
A vehicle and male matching the description was located by deputies and stopped on Interstate 68 which was a short time after the initial report came in. The male occupant was identified as Raymond Clifford Uphold of Garrett County, Maryland. Raymond was found to be in possession of a large amount of women’s underwear/lingerie, intimate toys, a child sized pant belt, a diaper, and other items similar in nature. A locked storage compartment inside the vehicle contained similar intimate items. Uphold was unable to provide deputies with a reasonable explanation for the items being in his vehicle/possession at this time.
Following the initial on scene investigation, and after speaking with witnesses, Raymond Uphold was placed under arrest and charged with two counts of indecent exposure and one count of peeping tom. Raymond was transported to the Allegany County Detention Center where he was held on a bond by the District Court Commissioner.
