After first agreeing with the rest of the Maryland federal delegation that FEMA needs to fund flood recovery efforts in Georges Creek, Congressman Andy Harris is now saying that the state should pick up the tab.  Cumberland Mayor Ray Morriss said he’s disappointed in Harris changing his mind since he represents rural areas of the state…

   

“That as a representative of also a rural area that he would have understood that if this happened on the Eastern Shore, and the people that he represents – that part of the state, if you take away that type of funding, that it could hurt his constituency too.”
