Busy Holiday Weekend for Frostburg Police

DWI/DUI and Resisting. On May 31, 2021, at 11:20 p.m., Frostburg City Police responded to East Main Street for a report of a female dancing in the roadway. Upon arrival of the first officer,
the female threw her shoes at the police car. The female was later identified as Emily Beth Creegan, 28, of Cumberland. Officers observed Creegan’s vehicle parked partially on the shoulder and partially in the East Main Street roadway. While investigating at the scene, officers learned that she had been driving home and suspected she was impaired. Following field sobriety tests, officers found probable cause to believe Creegan was impaired. Officers placed Creegan under arrest and transported her to police headquarters without incident. While reviewing state mandated paperwork for the DUI arrest, Creegan became agitated, began yelling, and began aggressively moving items on the desk. Officers then attempted to place her in a holding cell pending completion of the paperwork. Upon being escorted to the cell, Creegan began falling down deliberately. When officers attempted to lift her back up and escort her to the cell, she pushed officers away. She began to struggle with officers and grabbed the on-duty PCO while officers struggled to get her in the cell. Despite the struggle, officers were able to place her in the holding cell. Creegan was charged with driving under the influence and driving while impaired. Additional charges are pending.

DWI/DUI. On May 31, 2021, at 9:39 p.m., Frostburg City Police responded to Route 36 near
Hampton Drive for a motor vehicle crash involving a motorcycle and a passenger car. Upon
investigating at the scene, officers found that the motorcycle had been travelling southbound on
Route 36 behind the passenger car when the motorcycle rear ended the car. There were no
injuries; however, following field sobriety tests, the officer found probable cause to believe the
operator of the motorcycle was impaired. Police placed Daniel Vernon Morris, 42, of Bryant,
Iowa, under arrest and transported him to police headquarters where he was charged with failure
to reduce speed to avoid a collision, negligent driving, reckless driving, failure to display
registration, driving under the influence, and driving while impaired. He was released pending
trial.
Arrest Warrant. On May 30, 2021, at 2:58 a.m., Frostburg City Police responded to New
Georges Creek Road for a report of a vehicle fire. Upon checking, that the vehicle had emitted
some smoke, but it was not on fire and there was no danger. However, officers found that the
male occupant, Jamie Lynn Winters, 46, of Cumberland, had an arrest warrant out from West
Virginia. Police placed him under arrest and transported him to the Allegany County Detention
Center per the court.

Disorderly Conduct. On May 27, 2021, at 12:20 p.m., Frostburg City Police responded to
Braddock Street for a report of a male individual being aggressive toward and yelling at
maintenance staff members. Upon arrival, the officer made contact with Jason Porter Jeffries, 53,
of Midland, who had been yelling at the maintenance staff and was continuing to yell and act
aggressively. The officer ordered Jeffries to stop yelling three different times; however, Jeffries
continued to yell and act aggressively. The officer placed Jeffries under arrest and transported
him to police headquarters. Jeffries was charged with Disorderly Conduct and Failure to Obey a
Lawful Order of Police Officer. Jeffries was issued criminal citations and released pending trial.
