City Man Charged with Assault Following Recent Standoff with Police

On Tuesday, June 1st, 2021 the Cumberland Police Department served an arrest warrant on Raymond Anthony Osbourne charging him with 1st and 2nd degree assault.  The warrant was issued by District Court in reference to an incident that occurred on May 23rd, 2021 when officers responded to a Memorial Avenue residence to check on the welfare of male that was reportedly acting strange.  When officers arrived, they initially contacted the male at the door who was identified as Raymond Anthony Osbourne.  While speaking with Osbourne, he became upset and closed the door and moments later he returned to a window with a handgun and pointed in the direction of officers.  A short time after, he again returned to door unarmed and was taken into custody without further incident.  Osbourne was transported to UPMC for evaluation and officers applied for charges through the District Court Commissioner’s Office.

 

Osbourne was taken before the District Court Commissioner for his initial appearance and was remanded to the Allegany County Detention Center held without bond.
