As the city of Cumberland works toward getting its fiscal house in order, a focal point will be renegotiating health insurance programs with the various employee groups. Among the initiatives on the table: increasing employee health care deductibles; increasing emergency room co-pays; and requiring non-union employees to contribute 10% rather than 6% of their health insurance expense.
