Vagrancy continues to be a problem in Cumberland with regular complaints from citizens about homeless people loitering, litering and panhandling. The underpass at Queen City Drive; Canal Place; the Blue Bridge between Cumberland and Ridgeley and George Washington’s Headquarters are all popular spots for those who have no permanent residence.
