Continuing to identify dilapidated housing as a major problem- the Cumberland Mayor and City Council this week heard a presentation on blight from Katherine Garvey, director of the Land Use and Sustainable Development Clinic at the West Virginia University College of Law. Garvey is developing a “Blight Action Plan” for the city of Cumberland. The City Council approved the $31,214 blight study which will be paid for by a state community development grant.
