City Resident Allegedly Assaulted by Log-Wielding Man

On August 4th, 2021, The Cumberland City Police Department responded to the area of Elizabeth St and the C&O Canal for the report of an assault. Once on scene, Officers and EMS located a male victim with multiple facial injuries. It was learned that the victim was working on the property when they came upon a makeshift shelter. The victim then contacted a male subject inside the shelter and a confrontation ensued. The suspect then allegedly attacked the victim and began to strike him with a log. The suspect then fled the area on a bicycle. Later in the day, a suspect was developed and Howard Ray Hartman, 51, of Cumberland MD, was taken into custody. Hartman was charged with 1st and 2nd Degree Assault. He was taken before a District Court Commissioner for his Initial Appearance where he was remanded to the Allegany County Detention Center. He is currently being held on a temporary commitment.
