Queen City Charlie has spoken: an early arrival of spring. The 16th annual Cumberland Groundhog Day event held Thursday morning on the steps of City Hall before a small but enthusiastic crowd. Charlie whispered his prediction to the mayor precisely at sunrise- who in turn announced to those gathered that Charlie did not see his shadow. Meanwhile in neighboring Pennsylvania, that other groundhog, Punxsutawney Phil had a different view. Phil saw his shadow thus predicting six more weeks of winter.
