Frostburg Police Have Busy Weekend

From early Thursday, October 19, 2017, to late Sunday, October 22, 2017, the Frostburg City Police Department handled 173 incidents. The incidents included seven (7) public disturbances, two (2) domestic disturbances, one (1) burglary, five (5) controlled dangerous substance investigations, four (4) theft complaints, five (5) noise complaints, twenty-six (26) traffic stops, one (1) destruction of property incident, nine (9) traffic control assignments, two (2) assistance to the sick incidents, four (4) assist other agency incidents, two (2) motor vehicle crashes, and one (1) motorist assist. Frostburg City Police issued six (6) underage drinking citations (two juvenile and four adult citations), four (4) open container of alcohol citations, three (3) littering citations, one (1) public urination citation, and two (2) excessive noise citations. Frostburg City Police made two (2) DWI/DUI arrests, one (1) arrest for driving without a license, and one (1) for driving on a suspended license.

Frostburg City Police made the following criminal arrests:

On Thursday, October 19, 2017 at 10:49 p.m., Frostburg City Police conducted a traffic stop near Wood Street for displaying expired registration plates. During the stop, police found that the driver, Benjamin Zachary Witherspoon, 20, of Baltimore, MD, was driving on a suspended license. Police also detected an odor of suspected marijuana and searched the vehicle. Police discovered approximately 100 grams of suspected marijuana stored in five separate baggies, scales, and U.S. Currency, as well as suspected marijuana brownie/cookie items. Witherspoon was placed under arrest and charged with possession with intent to distribute a controlled dangerous substance, possession of CDS paraphernalia with intent to distribute CDS, possession of more than 10 grams of marijuana, driving on a suspended license, and driving on expired tags. Witherspoon was taken to a District Court Commissioner and released pending trial. A photograph of the seized items is attached.

On Friday, October 20, 2017, at 2:30 a.m., Frostburg City Police responded to a Main Street business for a subject who was refusing to leave. Employees reported that they confronted Todd Aaron Deneen, 33, of Hyndman, in the store about his behavior inside, and that he refused to leave. He walked out as police arrived. Police contacted and identified him, after which he left the immediate area. Deneen returned shortly after, while police were monitoring the area. Deneen was belligerent toward police. He attempted to lick the window of a police vehicle, while leaning on the officer’s car door, and refusing to move. He was placed under arrest and charged with disorderly conduct, disturbing the peace-hindering passage, obstructing & hindering, and trespassing. While under arrest, he was unruly at the police station, and attempted to damage a camera in the holding cell area by striking it multiple times. He was further charged with attempted malicious destruction of property. He was taken before a District Court Commissioner and released pending trial.

On Saturday, October 21, 2017, at 9:19 p.m., Frostburg City Police conducted a traffic stop on Mill Street, after observing a failure to signal turn violation. During the stop, police detected an odor of marijuana and searched the vehicle. Police discovered the driver of the vehicle, Imed Abdelrahim Aniba, 21, of Silver Spring, to be in possession of approximately 83 grams of suspected marijuana. A passenger, Donnell Cornelius Moore, 19, of Silver Spring, also possessed two bags together containing approximately 30 grams of suspected marijuana. Aniba and Moore were both placed under arrest. Aniba and Moore were each charged with possession of more than 10 grams of marijuana. They were both taken to a District Court Commissioner and were both released pending trial. Aniba was also issued a warning for failure to signal turn and a citation for failure to display registration. A passenger was issued a civil citation for possession of less than 10 grams of marijuana.
Frostburg City Police are investigating the following motor vehicle crash:

On Saturday, October 21, 2017, at 7:10 p.m. police responded to the intersection of West Main Street and North Water Street for a report of a motor vehicle crash involving a pedestrian. The preliminary investigation revealed that Coleen Conrad Stump, 63, of Frostburg, was driving a 2012 Chevrolet truck eastbound on West Main Street, and turned northbound onto North Water Street. As she entered the intersection, her vehicle collided with a pedestrian who entered the crosswalk at or about the same time. The pedestrian was identified as Cerece Lynne Claiborne, 56, of Baltimore. Claiborne was treated for apparently minor injuries. The investigation is on-going and any traffic charges are pending the completion of the investigation. Any witnesses to the crash are asked to contact Patrolman D. Zarger at 301-689-3000. An Allegany County Sheriff’s Office crash reconstructionist assisted with the investigation at the scene.

Throughout the weekend, Frostburg City Police conducted extensive patrols and crowd control duties, and were assisted by Frostburg State University Police, the Allegany County Sheriff’s Office, Maryland State Police, and the Allegany County Department of Emergency Services.
