On Wednesday, at approximately 5:31 PM, officers of the Cumberland Police Department responded to an alley behind the 100 block of Baltimore Street for a subject laying down.  Police contacted the subject, Kevin Clark, who appeared to be sleeping.  Once police woke up Clark, he began screaming at officers and refused to listen to the officers.

Clark was disturbing other people in the area and after multiple attempts to have Clark lower his voice and cooperate, he was placed under arrest.  Clark was transported to police headquarters for processing and later released on a criminal citation pending trial.
