Investigative Report for MTA Police Fatal Vehicle Pursuit Released

The Independent Investigations Division (IID) of the Office of Attorney General today released its investigative report of the October 9, 2021, fatal police pursuit crash in Baltimore County.

On October 9, 2021, at approximately 2:45 a.m., Maryland Transportation Authority Police Officer Theodore Jeremenko was parked at the intersection of I-395 and Conway Street in Baltimore City when he observed a grey Monte Carlo make a left turn onto I-395 on a red light. Officer Jeremenko followed the car. His dashboard camera shows the Monte Carlo repeatedly speeding up and slowing down sharply, weaving, and driving on the shoulder of the highway. Officer Jeremenko attempted to make a traffic stop on the car. As Officer Jeremenko got out of his car and approached the Monte Carlo, the driver drove off. Officer Jeremenko got back in his car and began to pursue the Monte Carlo until the driver lost control and crashed in the area of I-695 and Wilkins Avenue in Baltimore County. The driver, Jawuan Ginyard, was pronounced dead on the scene.

 

The IID concluded its investigation and forwarded its investigative report to the Baltimore County State’s Attorney’s Office on March 28, 2022. The Division received notice from the Baltimore County State’s Attorney’s Office of its decision not to prosecute on April 6, 2022.

The investigative report contains detailed investigative findings and an analysis of relevant legal issues. The report does not make any recommendations as to whether an officer should or should not be charged. A copy of the investigative report can be found here.

By law, the IID’s report must remain confidential until prosecution of any related criminal case is complete. If the local State’s Attorney declines to prosecute, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of that determination. If the local State’s Attorney decides to prosecute the matter, the IID will release the report, with appropriate redactions for confidentiality, within 30 days of a final judgment.
