Maryland Attorney General Brian E. Frosh is advising consumers to be extra vigilant and know their rights as online buying and charitable giving ramps up during the holiday shopping season. Frosh is urging consumers to check return and refund policies, make sure website addresses are legitimate and know the terms of layaway plans. Maryland's refund rule requires retailers to disclose their policy in writing for purchases other than food, perishable goods or custom-made merchandise, while the Maryland Layaway Sales Act requires merchants to give shoppers a written layaway agreement. Some stores do not allow "final-sale" items to be returned, while some charge restocking fees.

Scammers often lure consumers through social media or emails to fake websites set up to steal personal or financial information, Frosh said. Shoppers also should look out for hidden costs on sale items, such as delivery charges, assembly fees or requirements to buy additional items.
