Moore Appoints Downey To Judge’s Seat

Washington County Attorney Kirk Downey has been appointed to the seat formerly held by Judge Andrew Wilkinson, who was killed in October at his home in Hagerstown. Downey has served at the County Attorney’s Office for the majority of his 27-year legal career. He was admitted to the Maryland Bar in 1997. Judge Wilkinson was killed outside his home by Pedro Argote following a child-custody hearing. Argote then killed himself during a manhunt in Washington County.
