An Oakland man was arrested after returning to the scene of a house fire he is accused of intentionally setting.  Ryan Spann was arrested without incident on Wednesday after State Deputy Fire Marshals observed him in the woods near the property he is accused of burning.  Spann allegedly started a fire on the porch of a house on Pergin Farm Road before being spotted by the homeowner and fleeing the scene. Spann has been charged with first-degree arson, third-degree burglary, and reckless endangerment.
