Charges of motor vehicle tampering, theft and malicious destruction of property have been filed against two 14-year-old boys and forwarded to the Department of Juvenile Services, according to Frostburg Police. Identified through video surveillance, a citizen's tip and neighborhood canvassing by a Frostburg officer, the youths and their parents were contacted Saturday by investigators who then filed the charges. The incidents reportedly occurred Thursday and Friday in the areas of Beall Street and College Avenue.

The Cumberland Police were called to a business on the 400 block of Maryland Ave for a report of a disorderly subject.  Upon arrival, the officers learned that the subject had broken a display rack in the business and caused a disturbance with employees and other customers.  He had already left the area.  Officers were able to identify James Robert Michael Langway, age 33 of Cumberland, MD on the surveillance video.  Langway was located a short time later on Park St.  He was again creating a disturbance, yelling at passing vehicles and throwing garbage in a parking lot.  He was…
