Plans In Talking Stages For Controversial Terrapin Run Project

The local representative for the project developer says despite lengthy court battles and bureaucratic red tape- plans are still in the talking stages for the controversial Terrapin Run project in eastern Allegany County. The initial plans were announced by Columbia based developer Michael Carnock in 2005. Those plans on rural land 25 miles east of Cumberland on the edge of Green Ridge State Forest helped trigger a state law in 2009 that strengthened Maryland’s “smart growth” policies. Plans for the project would consist of 920 homes. That’s smaller than the 4,300 units proposed in 2005. Robert Paye, an attorney for developer Carnock, has said the community at Terrapin Run is a needed economic development project…
