Police Dispatched to UPMC Western Maryland Hospital for an Assault in Progress

On November 18, 2023, Officers of the Cumberland Police Department were dispatched to UPMC Western Maryland Hospital in reference to an assault in progress. Officers were advised that the subject in question was discharged approximately eight hours earlier. The subject was identified as Andrew James Clopper by security personnel.  Security Officers stated that the subject began arguing with other patients and was asked to leave the premises. Officers were advised that the subject had just assaulted a male subject in the parking lot. An additional witness came forward and stated she observed the subject kick and hit the victim. Officers made contact with the victim who advised he was walking his dogs in the grass area, prior to being assaulted. The victim informed Officers that the subject stated he was “taking the dogs”. The victim then attempted to leave the area and began to create distance away from the subject. The victim said the subject then forcefully grabbed the dog’s leases and knocked him to the ground.  The suspect, Mr. Clopper, got on top of the victim and began striking him in the face with a closed fist. Officers observed a laceration and additional injuries on the victim consistent with the attack. Another victim was present and provided information regarding an additional incident with Clopper. The victim was attempting to leave the UPMC campus in her car when Mr. Clopper attempted entry into the vehicle. Mr. Clopper began beating on the car while attempting to open the doors. The victim informed the Officers that she was in fear for her life. Officers made contact with Mr. Clopper and placed him under arrest. Mr. Clopper began using derogatory remarks toward the Officers and then spit on one of the Officers. Mr. Clopper was transported to the Allegany County Detention Center.

Arrest: Andrew James Clopper  , age 35, Hagerstown, Maryland.
Charges: Rogue and vagabond, attempted Robbery, (2) Assault 2nd Degree and Disorderly Conduct.
