Rawlings Man Arrested Twice on Disturbance Calls

On Tuesday, September 3rd, 2019, the Cumberland City Police Department responded to the area of West First St. and Virginia Ave. for the report of a disturbance. Once on scene, officers contacted a male subject identified as Christopher Michael Freeman Sr, age 39, of Rawlings MD. Multiple witnesses in the area advised officers that Freeman was banging on doors and yelling at subjects in the area. Officers advised him to cease his disruptive behaviors and leave the area. Freeman continued to cause a disturbance and yell and was placed under arrest. He was taken to Police headquarters where he was issued a criminal citation for disorderly conduct and released. Freeman was advised to return home and create no further issues for the remainder of the day.

A short time after Freeman’s release, Cumberland City Police was called to respond to the area of the Downtown Mall on Baltimore St. for a male causing disturbances. A description provided by witnesses matched that of the recently released Freeman subject. Witnesses in the area advised that Freeman was yelling at subjects and attempting to entice a physical altercations with people walking in the area. Freeman was again placed under arrest and transported to Police Headquarters. He was then taken before the District Court Commissioner for an initial appearance where he was released on his own personal recognizance.

Charges:   Fail to Obey a Lawful Order, Disturbing the Peace, Disorderly Conduct

    While the courts do little to protect the public from criminals and the like, at least they keep police officers busy arresting the same perps over and over again. I don’t think that’s a smart use of their time though.
