On Sunday, September 7th, 2025, the Cumberland Police Department responded to a residence in the 400 block of Walnut St for the report of a disturbance. Upon arrival, officers contacted the residents, who admitted to having a large disturbance on the property due to an issue involving a juvenile. The large disturbance had drawn the attention of numerous neighbors, which continued after officers' arrival on scene due to a male subject refusing to comply with officers' orders and lower his voice. When officers elected to place the male under arrest for hindering the investigation, the male turned and fled into the home. When the officers tried to enter and apprehend the male, another male subject began to interfere, blocking the passage of the officers. At that time, Kenneth Whalen, 62, was placed under arrest for obstructing and hindering. The previously mentioned male, Steven Allen Whitt Jr, 42, was then placed under arrest after a brief struggle. Once the males were placed under arrest, officers were able to continue the investigation into the original disturbance. It was then learned that Whitt had been yelling at and assaulting a juvenile outside the home, causing the disturbance. After their arrest, Whitt and Whalen were transported to the Central Booking Unit at Allegany County Detention Center to await Initial Appearances. Whalen was released on his own recognizance. Whitt was remanded to the detention center, held without bond.

CHARGES - Child Abuse-2nd Degree, Assault 2nd Degree, Resist Arrest, Fail to Obey, Disturb the Peace, Disorderly Conduct.
ARRESTED - Kenneth Whalen 62yo.
CHARGES - Obstructing and Hindering.
