On December 29, 2019, at 9:12 pm, the Cumberland Police were dispatched to the 200 block of Oak Street for a Domestic Assault.  When officers arrived they learned that there had been an argument between Todd Shafter, age 51 and the victim.  Officers further learned that the argument escalated and Shaffer assaulted the victim causing minor injuries.  Subsequently, Shaffer was arrested and charged with second degree assault. Shaffer was later provided his Initial Appearance in District Court and released on his own recognizance.
