Staff reported to police that a male subject identified as Daquan Anthony Wiley, 22, of White Plains, had taken several different candy items from the store and exited the store without paying for them. Staff further observed Wiley to place the stolen items inside his vehicle, then reenter the store without them. Staff reported that Wiley made no effort to pay for the items. He was identified by police, and the items were found in his vehicle. Wiley was charged by citation with theft less than $100.00 and released pending trial.

On Thursday, November 23, 2017, at 1:26 a.m., Frostburg City Police were called to Paul Street for a complaint that an intoxicated male was on the complainant’s door step, banging on and attempting to open the door. The complainant reported that the male subject attempted to open the door by twisting the doorknob and demanded that the door be opened. A second, contemporaneous incident was reported to have occurred at a neighboring resident’s home, in which the male repeatedly knocked on and attempted to open the victim’s door. The victim did open the door and the male tried to walk inside. The victim refused to allow the male to enter, but the male suspect repeatedly tried to enter the residence anyway, including sticking his foot in the door to prevent the victim from shutting the door. The male suspect was found walking away from the area as Frostburg City Police arrived on-scene. Police contacted him and identified him as Dennis Ray Loar, Jr. 28, of Lonaconing. While police had Loar stopped and were attempting to investigate the matter, Loar suddenly fled from an officer who was detaining him, opened up the door to a police vehicle and attempted to enter it, while another officer was seated inside. Loar was restrained by police and placed under arrest. Loar was charged with two counts of disturbing the peace, two counts of attempted fourth degree burglary, trespassing, obstructing and hindering police, and tampering with a motor vehicle. Loar was taken before a District Court Commissioner and released pending trial.
