West Virginia Governor Jim Justice’s six-week plan to reopen the state’s economy has garnered support from medical experts, elected leaders and representatives of small businesses. More details of what Justice has tabbed “West Virginia Strong: The Comeback,” have been released with the key being a measured reopening based on positive tests rates for the coronavirus staying below three percent. The rate was at 2.49 percent Monday evening and 2.66% Tuesday. State Coronavirus Czar Dr. Clay Marsh said the positive test rate staying low is a key along with the crucial metrics which measures how many people an average person with the virus can infect.
