Local man charged with making destructive device

Deputies from the Office of the State Fire Marshal have concluded an investigation this morning which resulted in an Allegany County man being charged with Manufacturing/Possessing a Destructive Device and Possessing Material With Intent to Create a Destructive Device.

                 On August 28, 2018, at approximately 5:50 p.m hours the Frostburg Police Department responded to a check welfare call with regard to a domestic assault at 2 Mt. Pleasant Street, Frostburg, Allegany County.  During the course of the investigation, the occupant, Rachel Leigh Bittner, provided a statement to Police Officers that Roger Earl Shaffer, occupant, "made a  possible pipe bomb and it was located at their residence."

                 A Frostburg Police Officer transported the device to the Frostburg Police Department and subsequently the Office of the State Fire Marshal's Bomb Technicians were dispatched to that location.  The Police Department was evacuated and Frostburg Fire Department and EMS were also dispatched to the location to stand by. 

                 The Bomb Squad performed examination and x-ray diagnostics on the device and it was determined it was a live and functional pipe bomb.  The Bomb Squad performed render safe procedures to prevent the device from functioning.  There were no injuries.  

                 Roger Earl Shaffer (08/07/1972) was charged and is being held without bond at the Allegany County Detention Center pending his Bond Review scheduled for 11:00 am., today.
