The Maryland House of Delegates has approved a measure to provide health insurance to people who tried to enroll on the state's online health exchange but couldn't get through due to computer problems. The state Senate already has passed a version of the bill. Some changes made by the House will need approval by the Senate to send the bill to Gov. Martin O'Malley, who proposed the measure.
