Cumberland Place Make Domestic Assault & Disorderly Conduct Arrests

On 3/06/16 at 10:37 am, officers from the Cumberland Police Department responded to the 200 block of Decatur St for a Domestic Assault. Upon arrival officers located the victim and the suspect Vinh Quoc Pham.  Officer began investigating the complaint, and found that there was an argument between Pham and the victim.  The argument escalated resulting in Pham grabbing the victim around the neck and punching her.  At the completion of the investigation, officers placed Pham under arrest. Pham was transported to PH where he was charged and processed.  He was later taken to District Court for his Initial Appearance and held on a $5,000 Bond. 

Arrested: Vinh Quoc Pham            Cumberland, MD              Age: 19

Charges: Second Degree Assault

 

Disorderly Conduct

On 03/06/16 at 3:21 pm, a Cumberland Police Officer while on patrol in the area of Park St and Baltimore Ave observed a subject causing a disturbance. The officer observed the subject identified as Jason Hammersmith yelling toward a building on Baltimore Ave. Hammersmith then began making lewd gestures and partially exposed himself toward the building.  The officer contacted Hammersmith and placed him under arrest for Disorderly Conduct. Hammersmith was then taken to the Cumberland Police Department where he was issued a Criminal Citation and released pending trial.

Charges: Disorderly Conduct
