Maryland Comptroller Peter Franchot has named one of his top aides as his new chief of staff.
Emmanuel Welsh, who previously was Franchot's deputy chief of staff, has been serving as acting chief of staff since early October, following the abrupt departure of Len Foxwell.
Welsh, a 2013 Towson University graduate, joined Franchot's office as a public affairs officer in 2015 and became deputy chief of staff the following year.
His promotion becomes effective on Monday.
