Assault/ CDS/ DUI/ Arrest Warrant

On Ferbruary 3, 2014 at 3:56 P.M., Officers from the Cumberland City Police Department responded to the 200 block of Knox Street for a disturbance.  When officers arrived on the scene, they observed a vehicle fleeing the area fishtailing due to the snow and ice on the roadway.  Officers were able to get the vehicle stopped and identified the operator as Louis Passano.  During the traffic stop officers learned that Passano had just assaulted 3 victims in a Knox St. residence.  Other officers then responded to the Knox Street address to check on the victims.  The officers that stayed with Passano detected an odor of an alcoholic beverage.  When they asked Passano to exit his vehicle they observed that he was impaired.  Officers request consent to search Passano’s person and he agreed.  During the search officers located a small amount of marijuana in his pocket.  Officers then conducted a series of Standardized Field Sobriety Tests on Passano and were able to determine that he was driving under the influence of alcohol. 

The officers that responded to the Knox Street address learned that Passano had assaulted 3 victims prior to fleeing the area.  They learned that an argument occurred between Passano and a female victim.  Officers were advised that Passano subsequently punched the female victim and knocked her onto the floor.  The other two victims attempted to intervene and were also assaulted by Passano.  The Cumberland City Fire Department Ambulance responded and transported one victim to the Western Maryland Regional Medical Center for treatment of non-life threatening injuries. 

 Passano was arrested and transported to the Cumberland City Police Department.  Passano was charged with 3 counts of Second Degree Assault, CDS Possession of Marijuana, and DUI.  While at PH it was learned that Passano also had a Warrant for his Arrest. 

 The Arrest Warrant stemmed from a February 2, 2014 incident.  During that incident officers were contacted at the Cumberland Police Department by a female victim.  The victim advised that Passano shoved her over dog cages during an argument causing her to fall.  Officers responded to the complainants address in the 1000 block Van Buren in attempt to contact Passano but he had left the area.  Officers also later found that Passano had broken the victims safe, and stole US Savings Bonds prior to leaving the victims residence.  An application for charges was filed in District Court. The Warrant charged Passano with Assault Second Degree, Theft over $1000 to under $10,000, and Malicious Destruction of Property. 

 After processing, Passano was taken to District Court for his Initial Appearance. He was held on $30,000 Bond for on view charges, and held on $20,000 Bond for the Arrest Warrant.
