Traffic Stop Leads To Multiple Citations After Pursuit

On 08/14/2018 at approximately 4:00 pm, a Deputy with the Allegany County Sheriff’s Office was on routine patrol on Pratt Street in the Town of Luke, Maryland when he observed a vehicle being operated by an individual whom he knew to have a suspended driver’s license. The Deputy activated his emergency lights and siren in an attempt to execute a traffic stop; however the vehicle accelerated and failed to stop. The Deputy proceeded to pursue the vehicle on Route 135 exiting the Town of Luke where the vehicle left the roadway and traveled through a grassy area off the shoulder of the road and then continued into the Upper Savage Wood Yard in Garrett County, Maryland.

Once the vehicle came to a stop the operator identified as Keith Franklin Douglass, 37 of Westernport exited the vehicle and attempted to flee on foot however stopped when ordered to do so by the Deputy.  Douglass and his passenger Karl Albert Douglass, 61 of Westernport were detained at the scene as the investigation continued. Upon the arrival of Deputies from the Garrett County Sheriff’s Office Douglass was taken into custody by Garrett County authorities relating to events that occurred while in Garrett County.

Keith Douglass was issued the following traffic citations by the Allegany County Sheriff’s Office for violations occurring in Allegany County:

PERSON DRIVING MOTOR VEHICLE ON HIGHWAY OR PUBLIC USE PROPERTY ON SUSPENDED LICENSE AND PRIVILEGE

 ATTEMPT BY DRIVER TO ELUDE POLICE IN OFFICIAL POLICE VEHICLE BY FAILING TO STOP

  ATTEMPT BY DRIVER TO ELUDE POLICE IN OFFICIAL POLICE VEHICLE BY FAILING TO STOP

  ATTEMPT BY DRIVER TO ELUDE UNIFORMED POLICE BY FAILING TO STOP

 RECKLESS DRIVING VEHICLE IN WANTON AND WILLFUL DISREGARD FOR SAFETY OF PERSONS AND PROPERTY

 NEGLIGENT DRIVING VEHICLE IN CARELESS AND IMPRUDENT MANNER ENDANGERING PROPERTY, LIFE AND PERSON

 DRIVER FAILURE TO OBEY PROPERLY PLACED TRAFFIC CONTROL DEVICE INSTRUCTIONS

  FAILURE TO DRIVE VEHICLE ON RIGHT HALF OF ROADWAY

 FAILURE OF DRIVER TO STOP UPON APPROACH BY POLICE VEH. USING SIGNALS

 FAILURE OF DRIVER TO DRIVE TO CURB UPON SIGNAL BY POLICE VEH.

 FAILURE OF INDIVIDUAL DRIVING ON HIGHWAY TO DISPLAY LICENSE TO UNIFORMED POLICE ON DEMAND

 DRIVING VEHICLE IN EXCESS OF REASONABLE AND PRUDENT SPEED ON HIGHWAY SPEED

Keith Douglass was then transported to the Garrett County Sheriff’s Office to face charges in that county.  Karl Douglass was released from the scene without charges.

During the incident an Allegany County Sheriff’s Office patrol vehicle was damaged and towed from the scene.
