January 9th, 2015 by WCBC Radio

On Friday at approximately 2 PM,  Troopers responded to eastbound I-70 near White Hall Road for a reported Road Rage incident where 2 vehicles had crashed and subjects were in the roadway fighting.  Upon arrival, a gray Toyota Corrolla, Pennsylvania registration JGM7713, and a silver Toyota Matrix bearing Maryland registration 2BE8947, were in the median facing each other.  Trooper Merritt #5693 of Westminster Barrack arrived on scene

and observed a male holding a golf club and screaming in the direction of a female standing on the median shoulder.  Trooper Merritt separated both parties as other responding units arrived on scene.

Investigation revealed the silver Toyota Matrix was operated by Guillermo Ariel Felipe Jr. (19 YOA) of Mount Airy, MD.  The vehicle also contained Vicmarie Cerda Miranda (20 YOA) as the front passenger and Donny Osman Cerna-Avila (29 YOA) as the rear passenger.  The Toyota Corrolla was operated by Leslie Fabian Rojas-Cartagena (24 YOA) of Hagerstown, MD.

(p>The incident began on I-81 near Halfway Boulevard in Hagerstown when Rojas-Cartagena in the Toyota Corrolla began chasing the Toyota Matrix.  The two vehicles traveled at a high rate of speed eastbound I-70.  On Eastbound I-70 near White Hall Road, the Corrolla, operated by Rojas-Cartagena, intentionally struck the rear of the Matrix, ramming it with the front his vehicle.  The Matrix then lost control, spun around and entered the median/embankment.  Rojas-Cartagena then pulled behind the Toyota Matrix and exited his vehicle holding a golf club and began yelling in the direction of the female, Cerda Miranda (his ex-girlfriend), who had exited the Matrix.

Felipe and Cerna-Avila were transported to Meritus Medical Center by ambulance from the scene of the incident.

Rojas-Cartagena was placed under arrest and charged with three counts of First Degree Assault, three counts of Second Degree Assault, Aggressive Driving and Driving without a License.  Rojas-Cartagena is currently awaiting a bond review.
